Custom rotational molder Centro, Inc. has received a Certificate of Conformity from the Environmental Protection Agency (EPA) for its low evaporative fuel tank solution, RotoLoPerm, which was designed to address evaporative emissions requirements by both the California Air Resources Board (CARB) and the EPA. In addition to the Certificate of Conformity issued by the EPA, Centro Inc. also has Executive Orders from CARB for their RotoLoPerm and Liquid Nylon PA6 tanks, the company reported.

The EPA has recently signed into law new regulations for off-road and marine equipment to reduce the amount of allowable emissions. The EPA regulations will begin affecting evaporative systems for Class I engines & marine personal watercraft in 2011and Class II & marine other vessels in 2012 with an Early Conformance program option, Centro explained. RotoLoPerm is a multi-layer process that utilizes an inner and outer layer of crosslink polyethylene with a barrier material in the middle for permeation resistance, according to the company. Crosslink polyethylene offers abrasion resistance, low temperature impact properties, moldability and overall value, it stated, but it doesn’t meet the standards unless used in concert with the barrier material. RotoLoPerm technology can utilize existing tooling and is available in natural, or pigmented crosslink polyethylene of any color, the company added. The EPA Certificate of Conformity allows Centro Inc. to provide its patent pending RotoLoPerm fuel tanks prior to the effective regulation date of 2011 and 2012. OEMs interested in participating in EPA’s Early Conformance program can earn tank-for-tank credits by converting to low emissions applications using RotoLoPerm tanks as indicated in EPA regulations 40 CFR 1054.145(e) for Non-road spark ignition equipment and 1045.145(d) for marine equipment, the company stated. Upon implementation of the EPA regulations, RotoLoPerm will be assigned a Family Emission Limit (FEL) below the applicable standard of 2.5g/m2/day. At that time, OEMs can participate in the Averaging Banking and Trading (ABT) program and bank permeation credits, Centro stated.

The Landing School targets displaced workers

ARUNDEL, Maine — The Landing School is providing tuition support for displaced workers who want to re-train for a career in the marine industry by enrolling in the 2009-2010 school-year, it reported in a recent statement. A grant from a private foundation has enabled The Landing School to offer unemployed and recently laid-off workers from all industries who qualify for financial aid the opportunity to train for a new career affordably, it explained. Interested candidates can apply for enrollment and financial aid immediately.

“We are very grateful to have received this grant money earmarked for displaced workers,” said Barry Acker, president of The Landing School. “As the economic climate improves, the marine industry will be in need of well-trained tradespeople to support its growth. The financial aid we can provide to eligible people now will foster experienced, productive workers ready to contribute to the industry next June.” The Landing School offers five education and training programs designed to prepare students for careers in the marine industry. The Small Boats Program teaches contemporary and traditional wooden boat construction techniques. The Cruising Boats Program teaches modern wood composite boatbuilding. The Composites Program is a study in modern building materials through the construction of small composite boats and tooling. The Marine Systems Program teaches students to install, maintain and repair today’s increasingly complex boat systems. The Yacht Design Program provides the theory behind yacht design and the skills to put it into practice. Each program is a full-time, 10-month course. Many students spend one term at The Landing School and then begin careers in the marine industry; other students choose to take multiple programs over two or more years to develop a variety of professional skills, the school explained. Each program has a maximum capacity for enrollment, and some programs may have already reached their respective capacities, the school reported. Prospective students should contact an admissions officer as soon as possible to inquire about availability of programs, it suggested. The financial aid is distributed based on need, eligibility and availability of funds. More information is available online at

The next time one passes your way, take a close look at the U.S. Coast Guard's heavy weather rescue vessel, the venerable 47-foot Motor Life Boat or MLB. Or, check out any of their other aluminum response craft including the very latest 45-foot Response Boat Medium or RBM, one of which I recently sea-trialed (its all-electronic control system utilizes a joystick rather than helm wheel, which is perfect for today's teenaged recruits). Check out the paint job on these aluminum vessels. What you'll notice, other than the familiar diagonal red, white, and blue Coastie stripe and bottom antifoulant, is that these vessels are unpainted. Although the Coast Guard is well known for its thriftiness, this approach saves more than simply the cost of the paint. In the long run, it saves the Coast Guard and any other aluminum vessel operator that follows this paint-free protocol untold sums in paint, metal maintenance, and repair, and increases the service life of alloy vessels. Boating Safety Standards: the whys and wherefores. Part two:

When people think of safety gear on boats the first thing that almost always comes to mind is lifejackets (PFDs). But there are other items that are required to be on your boat. What you must have depends on the size and type of boat. One thing is the same for all boats. You must have a wearable PFD of the right size for every person on board. By the right size I mean the PFD must be sized for the person wearing it. If it’s a child they must have a child sized PFD. If it is a very large adult they must have a very large PFD. Children under 13 must wear their PFD. This is the Federal standard. The age may vary from state to state.

On boats 16 feet and up you must also have a Type IV, that is, a throwable type PFD. This can be a ring buoy, a foam filled seat cushion that is an approved type IV, or one of the specially made devices for throwing to a person in the water. But don’t forget to attach a long line to the throwable PFD so it can be pulled back in. You can find more on PFDs at. the US Coast Guard Boating Safety web site http://www,

But let’s talk about PFDs. Why a PFD? They keep you afloat right? Actually they do much more than that. Most people assume that drowning is the cause of most boating fatalities. Actually that is the end result, not the cause. The cause is going in the water, and getting hypothermia, which results in drowning. Not only does the PFD support you but it keeps your head out of the water and provides some insulation for the chest and torso. Water conducts heat from your body 25 times as fast as air does. So in the water you lose body heat rapidly. This happens even in semi-tropical waters where the water temperature may be 70 degrees F. The highest heat loss is from the head, with the torso being next. By protecting those areas heat is not lost as fast.

I have also heard far too many times the old excuse, “I can swim, why do I need a PFD?” This is the macho issue. Some men feel it just isn’t manly to wear your PFD. But that is false bravado. Even the best swimmers will have the heat sapped out of them, become disoriented, lose consciousness, and drown. In accident after accident, the person who swims for it drowns, and the person who wears their PFD and stays with the boat lives. The data on this is irrefutable. A PFD does not eliminate hypothermia, but it helps stave off the onset of it, and allows you to conserve strength and body heat. It is also much easier for a rescuer to see a brightly colored PFD than it is to see your head sticking out of the water. Plus that you can attach devices such as personal locators, a whistle and a light to a PFD, or even a cell phone, further increasing your chances of being rescued.

The other major objection to wearing a PFD is the comfort issue. This is generally what women use to object to wearing a PFD but also some men say PFDs are uncomfortable, PFDs have come a long way since the days of cork and kapok. We now have inflatable PFDs that are more like wearing a belt, and hybrid PFDs that are half flotation foam, and half inflatable air chambers. These can be worn continuously with little discomfort. PFDs come in designer colors and all sizes. You can even buy a coat, called a Float Coat, that looks and wear just like a normal jacket, but is an approved PFD. PFDs come configured as fishing and hunting vests. They come in many styles depending on the sport. Kayaking PFDs are specifically designed for that sport, as are PFDs for PWCs. If you can’t find a PFD that fits, is suitable for your boat or sport, and is comfortable, then you haven’t looked very hard.

The point is, PFD , can save your life if you wear it.. Not wearing your PFD is like not wearing a seat belt. Seat belts are useless if not worn. So are PFDs.
